An incumbent will not return to Harrisburg for a second term.
Kevin Murphy beat out Frank Shimkus with 52 percent of the vote.
Shimkus was kicked off the primary ballot as a Democrat by Commonwealth Court but won the Republican write-in.
Murphy said he is ready to get to Harrisburg.
"It's a big win for the people of the 113th District because it is about change and it is about reform in Harrisburg and truly making government accountable to the people," Murphy said.
Shimkus said he is disappointed by the defeat and called the election a Democratic sweep.
"I think the straight Ds did us in but it is the will of the voters. I have to always accept the will of the voters. We had a great and successful two years and I just hope that great work of the 113th will continue because it's most important," Shimkus said.
